PREFACE
The National Planning Commission with the assistance of the United Nations Development Programme is implementing the Sustainable Community Development Programme (SCDP) in Surkhet, Kailali and Dang districts. The development objective of the Programme is to support the government to realise policies which will enable a broad cross section of Nepali society to engage in sustainable development at the grassroots level.
To achieve the objective of the Programme, SCDP has helped Community-based Organisations (CBOS) and Non-Governmental Orgaisations (NGOs) implement integrated and holistic sustainable development programmes at the community level. The efforts made for institutionalising the Sustainable Development Facility is the latest concept in the context of community-based sustainable development efforts. It is a unique development practice through building the capacities of local communities having leading roles to make their development work self-sustained.
CBOs, with technical support from the SDFs/NGOs, have been implementing social development, economic development and environmental management programmes. SCDP has been supporting the CBOs efforts to implement programme activities by providing the SDF fund: seed grants and credit capital. Seed grants are utilised for improvement of community infrastructures and other services that benefit the community members. Credit capital is loaned to CBO members to support their initiatives for resource-based enterprise development activities. Funding the capacity building of the communities will harness their own sustainable development specialists for planning, executing and monitoring of their development plans.
This document is divided into four parts. First, the propsed Legal and Institutional Framework for the Sustainable Development Facility. Second, a summary of the Salient Features of the SDF.Third, a draft of the SDF Directive 2057. B.S. and lastly, the Implementation Manual for the SDF.
We would like to thank Mr. Purna Man Shakya, consultant lawyer, for his hard work in drafting the report. Without his involvement, it would have been difficult to materilise the concept. We are also thankful to Mr. Manoj Basnyat, the then Assistant Resident Representative of UNDP/Nepal for his continuous support and inputs to develop this manual.
